VGA to 4BNC also exist but from what I can tell you need a GPU that can output RGBS over VGA, which AFAIK only specific AMD/dedicated 15kHz cards have. If you find a display with RGBHV BNC input there are cables that go directly from VGA to 5 BNC you can use since a combiner is not necessary. The processing done is so minimal that to my understanding it is measured in nanoseconds. VGA typically carries a RGBHV signal, meaning you need a sync combiner like an Extron Rxi for RGBS BNC (I'm not sure what the equivalent device for RGB SCART would be).

The RXi devices and VGA adapter both can go up to 1080p and beyond, so a multiformat TV like the 20L5 could also do 640x480p or 960/1280x720p. However, with either a different adapter/graphics drivers VGA is capable of carrying a 480i signal. 480i has not worked for me yet on either a Displayport to VGA or HDMI to VGA as Nvidia Control panel refuses to show the resolution even if I make it the only resolution in CRU. I have a Nvidia 1070 GPU with a Displayport++ "passive" VGA adapter outputting 320x240p 60Hz (my active Delock won't display a signal at 320x240 at any refresh below 160Hz) connected to an Extron RGB Rxi 192 to combine the sync, which has RGBS cables going to my PVM. It is to my understanding some GPU generations couldn't do resolutions below 31kHz horizontal refresh on either their digital or analog outputs, so if you've searched around forums you may have found conflicting answers on whether VGA can carry a 15kHz signal or not. I can't answer some of your questions, but I can tell you how I get a 320x240p 60Hz output to a 15kHz TV with RGBS BNC input through VGA and no rescalers. Getting an interlaced output will require a more specific graphics card/VGA adapter, but can work just as flawlessly.

Tl dr with the right graphics card, VGA adapter and the appropriate device to turn VGA into the connectors your TV has, you can get a VGA output to display on a CRT TV with no downscaling required and practically no lag.
